A senior executive with more than 25 years of experience, Mr. Hulkower has had increasingly expanding levels of leadership responsibility in electric utility operations and management; project development; power pool operations; power contract negotiations; utility regulation; and power plant design and construction.

Mr. Hulkower will lead the design and implementation of a strategy to expand ICF’s business in the distribution arena for electric operations, customer operations, and business process outsourcing.
