Wal-Mart (WMT 0.36%) kicked off July with an earnings miss on weak comp store sales. If you're a Wal-Mart shareholder, you may have Uncle Sam to thank for the weak numbers that were in part driven by the end of the payroll tax holiday and the delay in the IRS delivering refunds. The discounter has already been scrambling to address the potential cost of the Affordable Care Act, affectionately known as Obamacare.
