Xcel Energy replacing defective ND gas meters

Xcel Energy is replacing about 44,000 defective natural gas meter readers in Fargo, West Fargo and Grand Forks.
Public Service Commission President Susan Wefald says the faulty equipment caused billing mistakes for about 4,400 Xcel natural gas customers in North Dakota.
The problem was detected last winter. Some Xcel customers told the utility they weren't being billed for any natural gas. It turned out that hundreds of meter reading units had broken because ice got into them.
North Dakota regulators say Xcel prompted an uproar when it started sending large estimated natural gas bills to customers last summer.
The public service commissioners are questioning whether state rules gave Xcel the authority to send the estimated bills.
