While the penalties could be minimal relative to Wal-Mart's profits, the allegations are stealing media headlines, and this distracts management from more important issues, including on-line growth, international profitability, and competition in the grocery market. Wal-Mart always pinned itself on low-cost leadership, but perhaps this competitive advantage is less sustainable when up against incredible operators like Amazon.com and Costco.
