Hess (HES 1.88%) has now announced that its 70,000-barrel refinery in Port Reading, NJ is back in production, whereas Shell (RDS.B) and partners are only operating at limited capacity. Phillips 66 still expects one to two more weeks before its 238K barrel facility is back in operation.
