Down 75%, Is PayPal a Bargain With Its CEO Set to Retire?

PayPal's growth hasn't exactly been impressive, but is it worth a look with an upcoming leadership change?

PayPal (PYPL +1.44%) has struggled to grow its user base recently, and its CEO recently announced plans to retire at the end of 2023. With the stock still down 75% from the highs, is PayPal a smart buy for long-term investors now?
